China's intention to introduce animal welfare legislation?

I doubt it, seriously doubting it. Someone started a conversation about this so I’m going to post my views.

The volunteers in China can now use rods/poles to hit stray dogs to death LEGALLY and worse still; the local authorities pay them for every dog killed. So would you ever believe that they’re concern about animal welfare? It’s not a matter of whether you are an animal or dog lover…it’s about, do you think it’s right and humane to do this everywhere on the streets or to the animals.

About rabies – It’s not an excuse. Civilized countries are using the sterilization method, which has been proven effective, WITHOUT resorting to brutally hitting them to death. When they’re sterilized, they stop reproducing and that’s it, what for do those cheebye things?

There are other methods PROVEN effective, it's just that they don't want to use it...
